In 2004, he was elected as the Executive Chairman of Somolu LG, at a time that the then governor of the state, Asiwaju Bola Ahmed Tinubu created additional 27 Local Council Development Areas (LCDAs) for effective administrative coverage at the local level. However, the Federal Government responded by withholding the state allocation for the period lasting over 3 years until after the Obasanjo administration in 2007 .
Despite the dearth of resources from the FG, the state and Somolu in particular had to be innovative in its revenue generation drive. He also was part of the strategic think-tank that designed the state revenue generation matrix during this period.
As a revenue generating drive, he championed the building of the Somolu modern market. He expanded and renovated the Olaleye Market and the fish Market by building modern stalls and facilities that facilitated access and increased commerce. He also introduced and developed the Alasela market.
With the paucity of funds, Kuye’s unique administrative style and financial ingenuity helped him steer the affairs of council nonetheless, and recorded many firsts also. These Include:

When his tenure ended in 2007, he had improved infrastructures and impacted significantly by empowering several individuals and inhabitants of the local government even with the Federal Government seizure of the state’s allocation during his time.
He started Sagax Legal Consult in 2008 as the Principal/Managing Partner until 2011 when he had another foray into public service. In July 2011, he was appointed as the commissioner of Local government and chieftaincy affair. This position placed him in a vantage position to champion the development of LG/LCDAs in Lagos and Somolu his Major constituency.
He chaired the state joint account allocation committee, when he was commissioner. This committee reallocates funds to 57 LG/LCDAs. It was here that he noticed that despite the population in Somolu LG, 3rd largest in the federation, its statutory allocation is one of the poorest.
